Fixes the following issues:

• Some files may fail to download when using the download button on the attachments interface(customer, vendor, parts, vehicles, interchange, etc.)
• Saving an attachment in the vehicle teardown/part breakdown may fail
• The count of images attached to a part may not update after adding a new image in the vehicle teardown/part breakdown
• The CAN_EDIT_USER_SETTINGS permission wasn't being enforced on the user configuration screen.
• Saving the very first vehicle question would throw an error.
